The True Cost of Economic Security measure can be utilized to inform policy and programming at all levels of government and make economic security an attainable goal for all.

Applications of the True Cost of Economic Security (TCES) measure

  • FPWA’s brief published October 2025 demonstrates how the True Cost of Economic Security can be used as a tool to understand how and why New Yorkers struggle to achieve economic security, and provide a policy roadmap enabling all families to thrive.

  • During a House Ways and Means Committee hearing, Congresswoman Gwen Moore—who has been a committed advocate for economic security and our work—referenced TCES in her questioning of former Treasury Secretary Scott Bessent.

  • The New York City Independent Budget Office (IBO) released a report  June 2025 that uses TCES data to analyze economic insecurity among public school students across the city.
